Caritas Czech Republic (CCR) is one of the largest non-government organization in its country. Headquartered in Prague, this organization has implemented its programs especially in education, social issues and emergency responses. CCR program currently covers Balkan Region (Ukraine, Byelorussia, Chechnya, Georgia, and Moldavia) and other countries in South East Asia that need support such as Sri Langka, Cambodia and Indonesia. CCR Indonesia in Nanggroe Aceh Darussalam is currently in the process of developing follow up Livelihood Project (to be planned until July 2011) which will focus on building capacities of cooperative and existing potential farmer groups to be able to operate as a viable commercial enterprise; strengthening the capacity of farmer extension service and agriculture vocational high school and enable them to protect their livelihoods using disaster risk reduction strategies in their livelihood activities. CCR is currently recruiting the following positions for its livelihoods project: JOB TITLE : PROJECT OFFICER (PO)PROJECT : Rural Livelihoods Development
DUTY STATION : Banda Aceh and Field Office in Aceh Jaya
PERIOD OF CONTRACT : 1 year (with possibility of extension) with 3
month probation
REPORTS TO : Project Manager Job Summary: • To ensure that all project activities are implemented in line with the approved proposal, project action plans and log-frames.
• To manage field staff (3 Coordinator, 6 Field Officers, security and field logistic staff and local facilitators) and provide technical and practical support to the field team in project implementation, as appropriate.
• To identify and arrange for demand-driven capacity building training programs in agriculture, agri/agro post-harvest processing, cooperative development, value chain mechanism, nursery enterprises, marketing, disaster risk reduction, as identified by communities, also for the field staff (field officers) based on their project positions and project needs
• To ensure proper beneficiary targeting and registration, ensuring the needs of women and vulnerable households are addressed. This also includes maintaining up-to-date beneficiary records.
• To prepare budgets for the project implementation, to manage and monitor expenditure, against approved project budgets;
• To prepare monthly and quarterly activity reports, including gender disaggregated data on activities. This will include preparing monthly team work plans based on project proposal targets and progress outputs;
• To coordinate the work with finance, logistics, administrative staff and short-term consultants/trainers;
• To contribute to the work of CCR Aceh Mission by taking part in internal meetings
• To carry out the baseline survey, appraisal, monitoring and review needed to implement and manage the project in line with overall Caritas Czech Republic strategy.
• To develop and keep close relations and synergy with other CCR Livelihood projects (related to the coordination of various activities, sharing of lessons learned and best practices)
• To develop and keep close and transparent relations at both operational and strategic level with Caritas Czech Republic project and program partner NGOs
• To attend coordination meetings and working groups with other (I)NGOs, national & local government sructures and other institutions concerning general and sectoral (livelihoods, cooperative, agriculture, Satlak, etc.) coordination; and other work as assigned by the Project Manager- together with Project Manager develop and keep strong advocacy and lobbying link of the project.
• To perform other responsibilities related as requested by Project Manager and Head of Mission. Qualifications and Skills: Required Qualifications: • Basic degree in relevant subject such as Agriculture, Forestry, Development Studies or Economic and Social Sciences.
• At least 5 years experience working for NGOs on Project management level, excellent leadership, communication, staff management skills (preferably rural livelihood development sector projects with strong post harvesting and marketing components plus strong involvement of CBOs and communities)
• Experience in agriculture and agro-forestry ( organic agriculture systems, permaculture, natural resources management )
• Proven field experience on project discourses, project strategies, project planning and related discourses, PCM, monitoring and evaluation techniques.
• Proven field experience on community organizing discourses (community development, community organizing, PRA methods)
• Proven field experience on gender mainstreaming inside the projects
• Proven field experience with advocacy and lobbying on various levels related to NGO project implementation
• Proven ability to work under pressure in a potentially unstable security environment, with difficult living conditions in the field
• Fluent in English, ability to write concise reports in English
• IT skills
• Willing to be based in field office and has a driving licence (motorbike) Desirable qualifications: • previous experience of working in post conflict areas (conflict awareness, conflict resolution knowledge)
• previous experience with community-based DRR activity
